Contrary to how I learned, the CCP is comfortable with criminality and always has been. It should be a part of our understanding of "normal" behavior from the CCP, but it is not. Sebastian Rotella from @propublica has done a lot to show this.

The cultural ideals that governed that relationship from the Chinese side came from a totalizing ideology that every Chinese elite was indoctrinated in from childhood and assessed on across their career. That whole system is gone.
