1/ Pakistan's power infrastructure teeters on the precipice of disaster. One solution is to reduce electricity rates for the most affluent enterprises. Sounds odd, right? Yet, this is precisely the request some industrialists are pressing upon the government. 🧵
2/ @ThePBC_Official posits that this scheme will invigorate exports, catalyse employment, and mitigate the burden of capacity payments. They propose a payment of Rs 27 per unit, a substantial decrement from the prevailing range of Rs 32 to Rs 38.
3/ They argue that this will bolster exports, engender jobs, and diminish capacity payments. But is this a viable strategy?
4/ The linchpin of their proposal hinges on the fact that Pakistan is awash with surplus electricity. We pay a fixed fee to the power producers, irrespective of our actual consumption. In the fiscal year 2024, the capacity charge will amount to Rs 2 trillion.
5/ By the simplest of calculations, increased energy consumption will result in a lower per unit capacity payment — which @NEPRA5 has tentatively estimated at Rs 16 for the fiscal year. However, this is fraught with uncertainties and provisos.
6/ At face value, the proposition makes sense: promote productive use, not consumptive use. Use it for value-added activities, not for air-conditioning and heating. However, there’s the matter of the @GovtofPakistan in all this.
7/ There's no guarantee that the @GovtofPakistan can provide a consistent and reliable supply of electricity to the industries. If the demand for electricity skyrockets, fuel imports will surge — which will erode our foreign exchange reserves.
8/ And if the fuel supply is disrupted, the @GovtofPakistan will be compelled to ration the electricity. Who will be prioritised? Who will not?
9/ Then there’s the question of the cost of all this. @ThePBC_Official estimates the net cost to be Rs 180 billion.
10/ @ThePBC_Official asserts they are not seeking a subsidy, but a price adjustment. They contend that they are already shouldering the costs of the generation, transmission, and losses of the power sector. They maintain that they are cross-subsidising the rest of the consumers.
11/ The greatest problem in all this is that @ThePBC_Official’s promises are long-term goals. They are contingent on numerous factors, such as global demand, the exchange rate, and the business climate. Can they improve our system before the @GovtofPakistan loses patience?

19/ The DISCOs are vexatious because they are trapped in a vicious cycle of inefficiency, corruption, and political meddling. They depend on @GovtofPakistan for subsidies, loans, and bailouts, which engender a fiscal strain and a moral hazard.
18/ The ongoing anti-theft campaign, and the myriad of ideas aired across tv interviews are the touted solutions. Maybe the @GovtofPakistan ought to read a history book this time?
17/ The @GovtofPakistan remains perplexed about what to do with the DISCOs into the 2020s. It spawned HAZECO out of PESCO, but the power sector continues to be plagued by theft and losses.
16/ The 2010s saw the end of PECO as its functions were given to @NTDC_Pakistan and @cppagl. A novel DISCO, SEPCO, was hewn out of HESCO. The @GovtofPakistan initiated two anti-theft campaigns in the decade, and proclaimed plans to privatise the DISCOs. Nothing useful happened.
15/ The power sector witnessed sweeping changes in the 2000s. KESC underwent restructuring and privatisation, and later re-emerged as @KElectricPk. PEPCO finally attained its independence from WAPDA, and the @cppagl was first formed.
14/ The 1990s saw the real transformation, as @wapda_pr grappled with another power crisis, and the @GovtofPakistan decided to unbundle, and eventually, privatise @wapda_pr’s power wing. It created PEPCO as a temporary guardian, and the AEBs transformed into our modern DISCOs.
