Based on F1’s data the newer tyres were calculated to be 1.12s per lap faster. Which is 4 tenths faster than the estimated 7 tenths advantage needed to make an overtake at the Hungaroring.

If a team slaps the default strategy on both cars without consideration, that's not fair, it's just equality for equality's sake. If a team lets their drivers/race engineers pick strategies, the responsibility is their own, and it would actually represent equity. Which is fair.
