Resource constraints can’t trump Article 21. The SC has directed rapid creation of shelters and record-keeping; governments routinely scale emergency infrastructure (e.g., COVID). Cost/effort arguments don’t legally justify exposing children to a fatal zoonosis. #StrayDogs
