The UN ignores Hamas whenever it can. To hear their account of the war, this hasn’t been two sides fighting: it’s all been Israel. EXCEPT when it comes to aid, and the UN needs the excuse of maintaining neutrality with the terror group Hamas to avoid working with Israel.
