ورقتي المنشورة في مركز البيدر للدراسات و التخطيط بعنوان مدخل لتطوير القطاع المصرفي في العراق المعرفة و البنى التحتية-التكنلوجيا الحديثة.
دعم القطاع الخاص في العراق و تشجيع المنتج المحلي لا يعني منع الاستيراد و اغلاق الحدود، لكن يحتاج الى وسائل تساعد المنتج على المنافسة الحقيقة مع البضائع الاجنبية و الا يتحول السوق الى احتكار فقط، مما ينعكس سلبا على الفئات الهشة في المجتمع. #القطاع_الخاص #العراق
البيروقراطية في دوائر الدولة العراقية سببها وجود موظفين بلا وظائف ولذلك يخلق لهم وظائف لا داعي لها. موظفين يتمسكون بحروف القوانين و التشريعات لا بروحيتها. و هذه هي البيروقراطية المقيته.
مفهوم البنى التحتية تغير في عصرنا هذا. لا تسمع الدولة الحديثة تتحدث عن بنى تحتية مثل، الكهرباء و الماء و المجاري و وسائل النقل. البنى التحتية الان هي التكنلوجيا الحديثة و الذكاء الاصطناعي.
من غير المتوقع اقرار الموازنة في الفصل الاول من هذا العام!و بذلك سوف تتاخر ٣-٥ اشهر. الحل، ان تقدم الموازنة مع البرنامج الحكومي للحكومة الجديدة. و تكون موازنة ٤ سنوات (المراقبة) يقدم وزير المالية للبرلمان حسابات فصلية و سنوية. #العراق_موازنة_٢٢
الفائض الحقيقي يكون في حالة عدم وجود عجز و لا عجز مخطط، و كذلك عدم و جود ديون. في هذه الحالة يعتبر فائض حقيقي، و غير ذلك اي ارتفاع في الدخل القومي هو لتغطية العجز و سداد القروض. #العراق_موازنة_٢٢
