This is the same rhetoric that @EFFSouthAfrica uses. In the unlikely event that USA does take over those countries, private citizens will not loose their ownership of land. Land ownership is a pivotal route to economic empowerment

The BIG should be taxable and UNIVERSAL, ie paid to every legal resident of South Africa. It should ultimately replace all other grants, which would be a source of some of its funding.
