It depends on what you focus. If your main focus is not device side dev, then it will feel like an extra work. If I want to start a new custom rom for a purpose, I won't do it from scratch. I will fork something fit for my needs and add my things on top of it so it will save time and efforts but doesn't mean I can't handle it. Same goes for device side development. Totally depends on what you actually focus on. Breaking project may be it's because lack of man power and time
