Prior to TCJA, employers could exclude qualified moving expenses from taxable income when reimbursing employees. This fringe benefit is now suspended through 2025 except for military-related moves. Some employers gross up all moving expense reimbursements. #PayNews

States follow various versions of IRC for definition of taxable income, personal exemption and standard deduction. Some states have adjusted definitions. Others have re-defined rules to accommodate changes in available itemized deductions on personal tax returns. #PayNews

Before TCJA, inflation COLA s used CPI-U (Urban). Now based on C-CPI-U (Chained CPI), which shows slower adjustments. 2018 SS Wage base reduced from $128,700 to $128,400. Foreign income exclusion reduced from $104,100 to $103,900. Also affects tax penalties. #PayNews

APA has stressed to the IRS that employers need the revised form at least end of August to be able to update and test systems for Form W-4. Some employers may even require new Forms W-4. No final word if and when final form will be released. #PayNews

Prior to TCJA, amounts exempt from federal tax levy used standard deduction + personal exemptions. Employees give employers Statement of Dependents and Filing Status. Any levy prior to TCJA may be adjusted if employee submits new statement. Calculation process stays. #PayNews

2019 Form W-4 is still in draft. W-4 asks employees to show nonwage income, more than one job, itemized deductions, etc. Employees may be reluctant to give this info to employers. APA recommends better fit between IRS Calculator and responses to these questions. #PayNews

No employer deduction for qualified transportation fringe benefits under TCJA. Exclusion rules still apply; payments may be excluded from employees’ wages. Employees also may still purchase qualified transportation fringe through pretax salary reduction arrangement. #PayNews

TCJA has tax credit for employers who provide paid family and medical leave. Business tax credit of 12.5% of wages paid to employees on FMLA leave if they receive at least 50% of wages. Credit increases by 0.25% for each %age point above 50%. Max tax credit is 25% . #PayNews

@PayNewsTax rates for YTD supplemental wages under $1M can be 22% or aggregate. Tax rates for YTD supplemental wages over $1M must be 37%. No other flat rates may be used #PayNews
