Urgent Call to the International Community on the Humanitarian Crisis in Sudan The war in Sudan, ignited by remnants of the former regime and their allies within the Sudanese Armed Forces (SAF), has resulted in a profound humanitarian crisis. Throughout this 10-month war, the situation has deteriorated significantly, culminating in a famine in certain areas of the country. Sudanese civilians find themselves in dire circumstances, facing the real possibility of starvation. This situation necessitates prompt action from regional and international organizations and agencies to provide urgent relief. The UN Progress Classification report highlights a rapid decline in food security across Sudan, with areas under our protection, including Khartoum, Kordofan, Darfur, and Gezira, experiencing an emergency level of food insecurity (IPC-Phase 4). This crisis, affecting more than 25 million people, is largely due to the obstruction of humanitarian aid by the opposing forces. The actions of the former regime and its co-conspirators within the SAF — the so-called Port Sudan Group — who block the distribution of over 70 percent of humanitarian assistance awaiting transit in Port Sudan, are a primary cause of this looming famine. These delays have been acknowledged by representatives of international and local organizations. In response to this dire situation, I urgently call upon the regional and international community to urgently: 1. Honor its commitments under international humanitarian law and swiftly increase humanitarian aid to all regions of Sudan, particularly to the most affected areas, such as Darfur and Kordofan. This aid should be delivered by land and air to ensure that it reaches those in regions purposefully marginalized by the Port Sudan Group. 2. Strive for the establishment of a program similar to the 1989 Operation Lifeline Sudan (OLS), facilitated at the time by an agreement between UNICEF, the Sudan People's Liberation Movement (SPLM), and the Sudanese government. Given the likely opposition of the SAF and its allies from the former regime to this initiative, we express our willingness to enter into a bilateral agreement and collaborate with international organizations to implement such a program, prioritizing civilian protection in areas under our protection. 3. Exert pressure on the Port Sudan Group to adhere to their obligations under international humanitarian law, as stipulated in the Jeddah Declaration for the Protection of Civilians and the commitments paper signed in 2023, by ensuring unimpeded humanitarian access and removing bureaucratic barriers. We reaffirm our steadfast commitment to working with all international partners to facilitate the unrestricted delivery of humanitarian aid in Sudan, ensuring the welfare and safety of affected populations and humanitarian workers.
