हर भर्ती के लिए एक तय समय सीमा होनी चाहिए, उस तय समय पर काम ना होने पर आयोग पर जुर्माना लगना चाहिए और इस जुर्माने के रूप में छात्रों को उनकी फ़ीस वापस दे देनी चाहिए और भर्ती को तेज़ी से पूरा करना चाहिए...
