Who are Serco & G4S contract managed by? Who is in control of multi-million pound failures in tagging and contract management of some private prisons? Why wasn't this picked up in contingency planning by the state? Simply not good enough to say all the blame is on the provider.

@NotThatBigIan Changes to HDC and then Early Release was always going to impact on the supply vs demand of tags. What did HMPPS tell Serco and what was Serco's response? Another Serco shambles??

@taniabassett @NotThatBigIan Not the private sector letting down the Probation Service and the whole justice system? There is a long chequered history here and perhaps it's time Probation takes over the management of electronic monitoring.

@ProbInstitute @taniabassett It's an obvious point that the contract provider failed and should be punished to the full extent allowable. But nor should the bureaucrats get off the hook who either know they couldn't deliver and hid it or didn't and were incompetent. Contract management is abysmal at HMPPS.
