@PurdueWLab On the Purdue Owl page on the subject of when to use “a” or “an”, it states unequivically that when preceding a word begining with a silent* h, the following is a vowel. But not so with "Hmong"; the H is silent, followed by a consonant. *check spelling of this word on the page.
