YES... with the caveat.... When they return to work... they have to show that they voted... (there are proof of voting things that they can bring to work)... Otherwise the 'holiday' becomes charges against any vacation time they have... In short... it's a holiday IF and only IF you voted...
@RedLineReportt Yes. This will exclude people who are not in good health, but it must be done. The military will have their own process, but voter validation should be paramount.
