We went to today! The Ruakuri tour is fully wheelchair accessible (but pretty tight in places!). I highly recommend it!

Only 21% of Hamiltonians have voted... but, our voter returns are 4.28% higher than 2016 and Hamilton is bucking the nationwide trend, by being the only city that looks to have improved voter turnout this year! #winning #votethetron

I would guess the numbers would be similar for City Councils. Problem is that most Councillors are not anticipating disruption, and most I've spoken to think they're more prepared than they are. Dunning-Kruger effect perhaps?
