5/ Industry (cement, steel), agriculture, commercial aviation are much harder to decarbonize. IRA's subsidies to green hydrogen, direct air capture, sustainable aviation fuel could start the flywheel of demand, innovation, learning by doing, economies of scale in these areas ...

4/ But with time each new doubling takes longer, incremental improvements are harder. Annual cost deflation in solar, wind now in low single digits. IRA will modestly hasten power sector shift from gas to wind/solar but this is the low-hanging fruit...

2/ First, emissions were due to drop 25%+ by 2030 without IRA. IRA adds another 6% to 15%. That's 1% to 3% of global emissions - a drop in the bucket. & that's mostly by increasing takeup of maturing technologies: solar, wind, batteries...
