Multiple things can be true at once. Rayner's department was responsible for some of the govt's biggest successes so far: planning reform, renters’ rights and workers’ rights. But, given her political position, she should have gone above and beyond to check her tax position.

@theipaper PM's ethics adviser says Rayner was told she should seek expert tax advice to back up the suggestion that she should pay the lower rate of stamp duty - but she did not do so. On that basis, she has breached the ministerial code by failing to achieve 'highest possible standards'.

Regardless of the outcome of Rayner's ethics investigation... Even "ordinary" family homes are now worth enormous sums due to house price inflation. We will see larger numbers of people caught up in complex financial arrangements and tax bills in years to come as a result.
