"AGI has to create new knowledge " - correct, but a random word generator can also create new knowledge. Doesnt mean it's AGI. It is AGI only if the only/primary thing it does is creation of subjective higher order novelty. ChatGPT or opencog or active inference are not AGIs…

A simple Hebbian NN(as proposed) by default takes percepts from the environment, registers and associates them with related ones in memory, resulting in a combination of o/p actions thats going to be more efficient in creating sophisticated Impact compared to random actions

AGI is solved but you will do nothing but ignore this. You will just wait for someone from a neuroscience background from reputed western institutions to propose something very similar to mine but who use different terminology and give credits to them.

It is all about creating a novel impact/stuff on the environment and Hebb rule is much much more efficient in taking the percepts from the environment and creating an impactful sequence of actions than random actions.

It can also account for reward reinforcement, abstraction, one shot learning, and pretty much all of outstanding problems in ML. Also hebb rule by default registers, associates concepts, remembers and generates a sequence of output actions that maximise novel impact creation

Because per Hebb rule, upon firing, the pre-connections to the firing neurons become stronger leading to more activations flowing to this region from every other pathways connected to these firing neurons region. This is very important for associative learning and other traits
