There are several Russian legal commitments to respect the internationally recognized border between Ukraine and Russia, including a treaty Putin himself signed in 2003 — which he violated with the invasion that began in 2014 and escalates now.

Bingo. Putin’s playing the long game, exploiting Western bureaucracy and moral posturing like a chess master while the West dithers over ink on paper. He doesn’t care about treaties; he cares about tempo, logistics, and letting his forces regroup. Trump, savvy or not, would know the only language Putin respects is strength backed by action, not endless haggling and hand-wringing. Time is Russia’s weapon, indecision is ours.
