culture doesn’t remember policy, it remembers shape.
when authority is unclear, people don’t stop seeking it they find it in shadows, alliances, and informal hierarchies.
without a clear container, the primary task is replaced by the primary anxiety: who is really in charge here?
the most risk-averse person in the room is often carrying the system’s fear.
they are not naturally cautious, they have been positioned to absorb the consequences no one wants to own.
in anxious systems, fear doesn’t vanish. It gets projected onto someone responsible.
the person with the most influence is rarely the one with the highest title.
watch who gets deferred to in silence, who shifts a room without speaking.
that’s the system revealing its real structure, not the org chart.
influence is a system response, not a job description.
