While the Constitution gives executive power to the President, it does not give them Webster’s power. The President cannot call anything a national emergency and there must be criteria for “just cause” firing of an employee. These checks must be performed by a non-partisan SCOTUS

Why is Columbia paying a fine to the federal government? The government never sued Columbia, never presented the allegations or any evidence to legal authorities, which is part of “due process”. Regardless of how anyone feels about Columbia or higher ed, this is not due process.
