What's harder for solo founders - building the product or finding the first 100 users?

You mean by ‘building the product’ the idea itself or the development? I have many ideas I want to develop but the development is challenging because of time constraints. Finding prospective users seems also difficult as I didn’t start with marketing at all yet, and I’m not good at it anyway.
