Key to think of FOCIL as a performance improvement. If we can check specialized actors like builders, we can rely on them more. Doable for validators, which hold full discretion over block content on near-all chains.

Proposer commitments will be ubiquitous when: (1) They enable specific trades (+ for buyers) (2) Validators are protected against adverse selection (+ for sellers) Pure inclusion preconfs won't make it happen. They're a basic building block, and there's much more to come.

Censorship has to mature alongside throughput / speed. The alternative is eroding Ethereum’s core value prop. and competing on unfavourable terms. Relay Inclusion Lists will get shipped this summer. It’s the best way to prepare block production pipes for full FOCIL.
