Imagine paying GST on walking! That is exactly what I am forced to do, when I pay GST for my wheelchair without which I cannot move. It was encouraging to hear the Hon’ble Prime Minister talk about GST reforms by Diwali in his Independence Day speech. I hope in this wave of reforms, the needs of PwDs are also considered. I wrote to the finance minister @nsitharaman and all GST council members to make Disability aid and services zero rated. This is a non-partisan issue and I do hope all GST council members come together to remove this tax on PwDs walking, seeing and hearing. My request to all the Chief ministers and state finance ministers to rally behind this and correct this "disability tax burden" in the GST regime like many other progressive countries have done.

All support aids for PwDs must be exempted from GST as it affects their right to life. GST Council must show some sensitivity towards people who face struggle in day to day life. GST on such devices adds insult to injury & reflects the inhuman approach of governance. #GST @GST_Council
Reducing GST on wheelchair (or manufactured item) to 0 would not reduce the selling price. Yes, you read that right. And if your opposition to GST is not an ideological one, read on. Assume a wheelchair sells for Rs. 10k plus GST @ 5% or for Rs. 10500. However, the selling price of 10k is already discounted by Rs. 500 (max) due to input tax credit (ITC). ITC is the reversal of tax paid on the raw material (pipes, structure, wheel, seat etc.) SO if GST is reduced to 0, the new price would be 10500 plus 0% GST or 10500, or same as earlier as the input tax paid cannot be offset now. Now, you may argue that the raw material to wheelchair should not be taxed. A fair demand but not practical. When one business sells to another business, two different rates of GST based on application are not possible. Else the buying business would buy all pipes for wheelchair at special gst rate and use them in bicycles instead.
