It's so typical of Oregon and Portland that the complaints against city councillors for holding secret, simultaneous meetings not available to the public have been dismissed because they weren't submitted within 30 days. What the loophole? Public meeting laws are unenforceable?

Yesterday I did this walk in downtown Portland. Saw two homeless and their dogs fighting, a lady with no pants squatting in the gutter, and a Central American drug dealer vibing on a corner, bag in hand. Overall, this is actually better than 3 years ago. Which is sad.
