Have you read "Man and Woman, One in Christ" by Philip B. Payne? He doesn't go through any of the four stages you describe, and he believes strongly in the consistency and authority of Scripture.

Once the information is available to the churches, church members and church leaders then either participate in the good or participate in the evil of the larger community by knowledge and by will. Any corporate sin becomes personal sin through agreement, active or passive.

If relevant information is not forthcoming to the churches, perhaps because of the unjust use of media, legal instruments, or rhetorical obfuscation, the churches are responsible to ensure relevant information is conveyed. (Discipline to ensure truth can occur in diverse ways.)

When that information is properly forthcoming, it then becomes the responsibility of the churches to hold accountable, through messengers and trustees, the entities and their works. Because the churches are filled with Christians seeking virtue, problems can likely be addressed.
