Another way to look at this unfairness is the difference in how long it will take all of the backlog to receive a green card. For India, it will take about half century for EB2/EB3 with nearly 50,000 people dying and tens of thousands of children aging out.
This is the unfairness that the bill is trying to address. The fact that employers requested more than half of the green cards for Indians but Indians received just 13% of those issued has caused the backlog to develop almost exclusively for Indians.
