To be fair, he inherited the "Fair Hydro Plan" (Fair Hydro Scam) that buried the debt on OPG's books after Wynne tried to use it to salvage her electoral prospects in a hail Mary pass. Yes, he continued with it, renaming it and breaking it out on bills so we know what the real rates are and what the subsidy is. Doing away with it would almost assuredly be political suicide, so I fully expect that it will stay in place until the contracts expire. The largest line item is the "Renewable Cost Shift" which moves 85% of the cost of the wind and solar contracts signed by McGuinty and Wynne from the ratebase to the tax base. The 2nd largest is the OER, a 19% rebate that effectively just rebates us the tax. If consumption goes down, rates go up. This is because most of the costs are relatively fixed. The contracts signed by McGuinty and Wynne continue to haunt us. We pay a fixed rate for every kWh produced by wind and solar, regardless of their value. If that is wind producing at 1AM, tanking the market rate to $0.01/kWh, ratepayers are responsible (well, now taxpayers) for the remaining $0.13/kWh. If we can't export it, they get paid for potential generation. It's a decades-long mess that can't be laid at Ford's feet, and the contracts don't start expiring until 2026.
@reggcohn @TorontoStar Its not the reason he’s holding back funds for health and education He just won’t spend the money we need on either even when given funds directly from the federal gov for health care it wasn’t all given to health care.
