One of the inevitable shortcomings of ā€œjail/prison reformā€ā€”everything from design to jail/prison education to reentry servicesā€”is that all of it is still predicated on contact with the criminal punishment system. You shouldnā€™t need to be arrested and imprisoned to get resources.

Police are not a fundamental pillar for community safety. The safest communities don't have more cops; they have more resources.
