Surprising? Not at all. When I asked @OregonDOT for 26 items they claimed "it will take several employees a total of 380 hours for a total of $13,894.50 to complete the copying and redaction".

driving privilege is when you can run over another living creature and kill it and a DOT still makes you out as the victim (& pls save your lectures... yes i realize animals are unpredictable, but safe/responsible driving is a good way to lower your chances of killing them.)

Look at this stunning graph again. If we want to reduce the pollution causing climate catastrophe, if we want to not burden our kids w/ the most horrific outcomes of a cooked planet, we have to invest in transit & compact growth. Now. Not waste billions on highways & sprawl.
