Les Iles de la Madelaine - an archipelago in the Saint-Laurence Gulf off the east coast of Quebec - is contemplating requiring QR codes for residents who want to leave the island by be exempt from the "tourist tax". I break down the viral video of resident Jeanne Bourgeois' exchange with a municipal councilman who tries to explain why it's not such a big deal. But then admits that they are basically "guinea pigs" ("cobaye" in French).
