Education is never a 'luxury'. It doesn't matter if it comes with bells & whistles, it still remains a 'right' rather than a 'luxury'. Milk doesn't become a 'luxury' because it was bought from Waitrose. Education doesn't become a 'luxury' when provided by a private school.
