There is a social norm against norm-enforcement. Moreover, it's enforced! We say "don't tattle" & "no X-shaming (∀X)" & "let ppl enjoy things" & "you're not the police!" but we also don't like police very much. So it's unclear who is to do the enforcing. This is all SO weird.
