Good point-Researchers should look at the beneficiary data with the school they are going to and compare with school census data to see how the numbers compare.

On voucher programs producing higher learning outcomes than public school the evidence is not conclusive. My research finds that private school subsidy program (fas) may produce higher learning outcomes but this may be due to differences in student intake

As someone who researched the privatisation of education, I would argue that the scale of learning poverty in Pakistan is so huge we need to work with both public and private schools. But your point about revamping public service provision is well taken.

Pakistan floods are an example of needing to do more, faster on climate change. How about mandating countries to contribute to a fund proportionate to their carbon emissions that goes towards rehabilitation costs for countries most affected by CC

if you want evidence that developing countries, often most at risk from climate-related impacts (heat waves, floods, etc), are going to be left on their own to deal with crises—the Pakistan flood is. the kind of support this merits hasn't been forthcoming yet.
