5. Dira lazima ielekeze taasisi/ kampuni kwa lengo husika; unapokuwa unaanzisha taasisi/kampuni bila shaka unakuwa umelenga kutoa huduma/bidhaa ipi kwa jamii. Hivyo ni lazima uhakikishe dira yako inajikita na kile unachoenda kukitoa kwa jamii.
4. Dira lazima itoe mwelekeo wa taasisi/kampuni kwa wakati ujao; dira yeyote iliyo bora lazima unapoiandaa uhakikishe inaelezea ni nini au wapi inataka kuwa/kufika wakati ujao.
3. Dira lazima itengengeneze/ihamasishe kiwango cha ubora; wakati unaandika dira lazima maneno unayotumia yaelekeze uzalishaji wa ubora kwa kile unacho toa, ili kila mhusika anapokuwa anatimiza majukumu yake ayafanye kwa ubora ili kufikia hiyo dira.
2. Dira lazma iwe yenye kuvuta na kuwafanya watu/wafanyakazi kuwepo kwenye taasisi/ kampuni (should be attractive); dira lazima iandikwe kwa maneno ya kuvutia na kutia hamasa, il kila anaehusika ajihisi ni sehemu ya kuifikisha taasisi/kampuni mahal inapolenga kufika miaka ijsyo
VISION, Sifa za dira bora
1. Dira lazima iwe fupi na iliyo andikwa kwa maneno rahisi; unapokuwa unaandika dira ni vizuri ukahakikisha unaiandika kwa ufupi na maneno rahisi. Hii itarahisisha watu kuikariri na kuikumbuka, hivyo kuwa kichocheo cha kutimiza majukumu ya kila mtu.
DIRA (Vision)
Dira ni sentensi inayoonesha mwelekeo wa kile taasisi au kampuni inataka ufikia wakati ujao. Kwa bahati mbaya sana kampuni au taasisi nyingi zimekuwa zikiandaa na kuandika dira zao ambazo ukiziweka kwenye mizani inakuwa ni ngumu kuelewa kama ni dira (vision) au la.
Kwa tathimini niliyo ifanya nimegundua taasisi nyingi kama shule, hata kampuni zinaendesha mambo yao kwa mazoea na nadharia. Na nikawaida sana Watanzania kama siyo Afrika kwa ujumla kuwa na desturi yakutoruhusu fani kufanya kazi.
T-Time; ili malengo unayotaka kuyafikia yawe halisi ni lazima yawekwe ndani ya muda flani mpaka kufikiwa. Muda utasaidia kufanya kazi kwa jitihada na kwa wakati (deadline).
R-Realistic; Pia unapoweka lengo/malengo lazima uhakikishe yanakuwa ni halisi. Malengo lazima yaendane na dira na dhima ya kampuni au taasisi. Na pia kwenye uhalisia wakati mwingine lazima ujiulize malengo unayoweka yanaendana na mahali unapofanyia shughuli zako au sera za nchi?
SMART objective
A-Attainable; pia unapo weka lengo lako lazima uhakikishe au ujiulize je, hilo lengo unaweza kulitimiza? Au ni halisi? Hapa utaangalia uwezo wa rasilimali fedha, watu n.k. kwenye lengo husika.
M-Measurable; ni muhimu kuweka lengo ambalo linapimika, hii itakusaidia kujua ni kwa kiwango gani umefanikwa .Mf. Kuongeza kiwango cha ufaulu kwa mitihani ya kitaifa, kanuni ya measurable kwenye lengo hili itasomeka "Kuongeza kiwango cha ufaulu kwenye mitihani ya kitaifa kwa 80%

S-Specific; wakati unapanga lengo lazima liwe wazi (clear), bila kuzingatia kanuni hii inakuwa ngumu kujua ni wapi uweke nguvu zaidi na ufanikiwe. Mfa"Kuongeza kiwango cha ufaulu kwenye mitihani ya kitaifa"
MKAKATI WA UTEKELEZAJI/UANDAAJI MPANGO
1. Pre-planning implementation; hatua ya kutengeneza timu, na kupata taarifa za tasis
2. Actual work;
3. Post- planning implementation; hii unafanya follow up
4. Monitoring and Evaluation;

4. Monitoring and Evaluation (Usimamizi na tathimini); wakati wa utekelezwaji wa mpango lazima kuwe na usimamizi (monitoring) wa siku kwa siku juu ya shughuli zinazotakiwa kufanyika kwa siku, rasilimali zinazotakiwa kutumika na mhusika. Pia tathimini kuangalia mwenendo wa mpango.
3. Post- planning implementation; Hatua hii inahusisha kufanya follow up (pitio) ya kile kilicho andaliwa ili kuona kama yaliyopangwa yapo kwa usahihi wake. Pia hapa mwezeshaji/mshauri (consultant) anawajibika kuwashauri watekelezaji wa mpango kutafuta mbinu utekelezaji mpango.
2. Actual work (hatua ya kuandaa mpango kazi); hatua hii ndiyo ambayo sasa mpango kazi/Mkakati (Strategic plan) unaandaliwa baada ya kupata taarifa kwenye hatua ya kwanza.
Na kwenye hii hatua menejimenti inashauriwa kutoa hamasa kwa timu husika kuzungumza mambo yote kwa uwazi.
1. Pre-planning implementation; hatua hii inahusika kukusanya taarifa muhimu za taasisi au kampuni juu ya menejimenti nzima na ufanyaji kazi wao kam taarifa ya fedha, uwajibikaji, na ushindani uliopo. Pia ndio hatua ya kutengeneza timu itakayo husika katika mchakato mzima.

Leo nakukaribisha kuangalia sehemu nyingine muhimu ya kuandaa mpango kazi, ambapo tutaangalia hatua za kufuata katika kupanga mkakati wa uandaaji mpango kazi.
5. IMPLEMENTATION (UTEKELEZAJI); hatua inayofuata ni ya utekelezaji ambapo inaonesha jinsi gani malengo na mikakati mbalimbali iliyowekwa inaenda kutekelezwa. Hatua hii ina ainisha ni nani atawajibika kwa kitu gani, wapi, lini na rasilimali zitakazo tumika kutekeleza.
