I'm torn on this. It seems daft that public notices aren't digital, but I know that anything online is easily updateable or can be removed (it happens). Something in print can't be altered, and becomes a true public record. What does need looking at is where they are printed.

I can think of one local organisation that clearly pays their PR agency to issue a fixed number of press releases, regardless of whether they have anything new or noteworthy to say or not. The result is just useless noise.
