If the name of a department doesn’t mean much then what difference does it make whether it is department of “Defense” or “War”. But if it matters then why it shouldn’t be the latter?

“Free market” does not exist outside text book. The idea of free market economy cannot be applied to only one party involved in trade. If one party is creating unfair advantage that’s not free market.
