The congestion emergency on Oxford's Hythe Bridge Street continues, at peak time on Saturday afternoon. It definitely needs a congestion charge on this road to help the buses run faster. No one mention that no buses currently use this road. That's just nit-picking! Shush!
We've been analysing bus speeds, comparing peak morning speeds in March - June 2019 and 2025. Just under half of speed reductions may be caused by OCC interventions: LTNs, the removal of bus lanes, roadworks. A few reductions are clustered around hospitals. Some appear random.
A quick review indicates almost no relationship between bus speeds / traffic and congestion change filter locations. Some of the fastest buses are near the proposed Marston Ferry Road, for example. Traffic levels are forecast to reduce on roads where buses already speed along.

We've been sent a list of average bus speeds in Oxford. You might not be surprised to hear that many locations with the slowest bus speeds are...erm..city centre bus stands, where buses linger to pick up passengers. How exactly will a congestion charge speed up these buses?

Monday and Thursday compared, same time same location, Iffley Road just after 8am. The only difference is the schools are back. This road, the main access road to Magdelen College School, is NOT getting a congestion charge. The much quieter St Clements is.

And, as a reminder, we think the scheme is already predicted to offer no bus speed improvements - its supposed key benefit. Next week, the council will be forced to fess up if we're correct. Likely no benefits. Exemptions given out almost at random. A complete turd of a policy.

We're hearing that Oxfordshire County Council are about to offer another category of key worker a congestion charge permit. But other types of key worker haven't been offered the same benefit - and are now very pissed off. The scheme is falling apart before it's even approved.

We looked under the hood of the congestion charge modelling, and some of the underlying numbers appear wild. We hope we're wrong - because we're pretty sure that more than 98 cars per day now use London Road. And we doubt they'd be a 703% shift to vans if the charge came in.
